Yes, all women (when not radically circumcised) do have a clitoris. Likewise men, some do a little clitoris/glans, some have a bigger one, and some have short clitoral hood (compare to foreskin) and some have a larger one. The clitoris is always there, but may not be easily seen due to the clitoral hood covering it.
